Organization Description

The Water Quality Control Commission and Water Quality Control Division of the Colorado Department of Public Health and Environment (CDPHE), under the authority of federal and Colorado statutes, administer state programs implementing the CWA. Section 319 of the CWA was created to establish a national program to control NPS water pollution and to develop NPS management programs that maintain and improve water quality with the assistance of Section 319 grants. The Nonpoint Source Program of the Water Quality Control Division has delegated authority to implement an EPA approved state NPS management program under the CWA.
